It has come to my attention that the civilian isn't getting as much love as it should be. Mainly because of the spawn time and the attitude of Blu-for towards killing them.
Here are some of my favourite ideas:-
Increasing killers spawn time (3 minutes...IRL AFAIK you would get court martialed. Fair trade right?)
Limit them to one or two per squad
Look into the possibility of arming them
Arming civiliians:-
Rock (not killable w/o penalty) - We already have it.
Pistol (killable within time)
RKG3/Molotov (killable within time)
Just my two cents.
I might have been on Live Leak too much or does this sound like it's in the right direction?
Anything to make Collaborator appealing and less of a bullet magnet.

If they were armed with weapons I think they ought to be shot more, hence making the problem even worse.

this would turn them more collaborator and less civilian.
What if each civilian is killed, Blufor team loses X amount of intel points and tickets. After Y of amount of intel points are lost the Insurgents will gain a cache. This would keep the Civilian class Civilian and non combative, while at the same time giving proper punishment to the Blufor team. this should be for everything they are holding, except for the cellphone. Just because one gives aid to your enemy does not make him hostile, Priests are not shot for performing last rights to the dieing, and doctors are not shot for healing the wounded, if they are simply trying to save the man next to them they should still be considered civilian. To any one who possess the skills to save a life, it is a moral responsibility that weighs upon them to do so.
