How to enter the Command screen ??

I just startet playing PRSP 0.85

I want to play as commander just to learn about it.

So my question is:

As the commander, whenever i press the tab key on my keyboard it says
"You can only acces the command screen in the command post"
before i can begin to give orders.

WHERE IS THE COMMAND POST IN THE MAPS ?? I CANT FIND IT, WHAT DOES IT LOOK LIKE.
WHERE SHOULD I BE PLACED TO BE ABLE TO COMMAND ??

I found the command post, but i didnt jump up the stairs to it, so it was not working.
