In ramiel, with colaborator kit, you receive damage if you press ctrl in center of swimming pools.
I'm sure that this does not happen with other kits.

Interesting.. can I ask the obvious of wtf were you doing in a pool on Ramiel with a colaborator kit pressing ctrl in the middle? I mean, are you just looking for remote PR bugs?

In my experience of the latest patch Civilians take damage when swimming regardless of where it is, i believe this is to stop them just sitting in water preventing the Blufor forces from arresting them.

Civvies used to swim in water, thus preventing the BLUFOR from arresting them. This was added in 0.85 I believe. Prior to this, civvies could swim w/o damage.
The "damage" was added so civvies don't hang around in the water.
However, since you can arrest w/a shotgun now, this should probably be removed...

Summary: Not a Bug. This is working "as intended" / "by design"
in the swimming pool, you can swim it without injury. These only appear when you press ctrl. Therefore, the damage does not fulfill its purpose.
