Well here's the kicker: The Insurgent weapons don't have scopes and are less accurate on the deviation side too. So your argument is not really valid.
Besides, i think the tracers of ALL assault rifles should be removed, which would make it even again, while retaining the ISAF advantage at range and making firefights a lot more about finding and identifying the enemy.
