Is there any diference about being shot as a civilian with hands up or hands down ?
And my other question is :
If i am shot as a civilian and someone grabs my kit and revive me, the person that shot me still gets a punish right ?(lost inteligence and increase spawn time)
If the person that revive me is shot too after the period of 60s without using the medic kit , the guys that shot get punish ?
If a dev could answer that question i would apreciated.

The difference between hands up and the hands down animation is purely a graphical one, and is generally used for alerting Blufor forces that you are a Civilian and should not be shot.
If someone shoots you and you are a civilian, as soon as you drop they will get the message of "Check your fire...." and any points gained will be lost, and their team will lose intelligence points.
Finally i am unsure about your third point, but i imagine that when they pick up the kit they are then are counted as a civilian so all normal rules will apply,
I made this little video tutorial a few days after 0.86 release so maybe it will help you if theirs anything else you want to know:

I was playing on the UKWF Insurgency server, i spawned in at the Mosque, and then pressed the record button. :)

I have a question as well,

How long may you be shot without penalty after using a ladder or grappling hook (is it 60 seconds like everything else or only when you are currently on the ladder or hook?)

It is only when you are on the Grappling hook or ladder that the person shooting you won't be penalized, after you have got of one of them, they will be punished for shooting you.

Is there still an amount of time BLUFOR won't be penalized for shooting you after you heal a friendly?

@ Lt.Dan For the 60seconds/1minute after you have used your medic bag, the Blufor may shoot you without being penalized.

Guys i tested today and answered my questions:
As said before there is no diference being hands up or down.
If you use the celular,medic kit,car,ladder,rope you will need to wait for 60s anarmed.
If you revive a civil the person that shot still get the punishment and you will have to wait 60s before apearing to the infidels so they can shot you and get their punishment .
Throwing rocks count as anarmed.

Excellent video. Thank you very much. Good civies can make a big difference on the battlefield for the insurgents. I play as a civilian most of the time.
