ye, basically all sidewalks, stairs etc do have this in there collision mesh, a small invisible ramp to make it easy to players to walk onto and off them.
The problem with Fallujah's "sidewalks" is they where never meant to be sidewalk statics, they where meant to be for a sewer system on Dragonfly which is still in the works. Thou duckhunt decided he wanted to use them for his sidewalks and other things without really thinking it though
IMO its one of the worst things about fallujah other than the lag on the map from a gameplay point of view since it is really apprent etc.
The big problem with it is it's not an easy fix. Since this static is used in so many different places and in so many different ways, including on fallujah its used for much more than just a sidewalk, its not a simple job of editing the objects collision mesh to fix the problem since it would seriously screw up where else it has been used and in many cases wouldn't work too well since the objects are in many places upside down etc.
The only way that it can be fixed with good results without replacing the entire sidewalk is to simply lay down anouther static that was invisible that had a ramp collsion mesh with the stair material on it which then players could walk up and down to get on / off the side walk, which is what I think your suggesting above.
The big problem with this is it would take a lot of time to hand place small lenghts of collsion mesh and would need to have a bit of testing on each bit to ensure it didn't catch.
If any one was willing to go over the entire map and place down a invisible object with a ramp col mesh I would be willing to make the sections of ramp you need in order to do so, could make it so it firsts has a object you can see that is the same as the col mesh then delete the object later on.
Its simply a very time consuming and boring job for any of us to do

It also appears that the sewer block cols are not 100% accurate since they are a little lower than the top of the block from some odd reason too
But ye we can't simply add a ramp onto the edges of these since they are used in many other places where a ramp would seriously effect them more than having to jump onto them.
