This question is pretty much for Twisted Helix, but open to anyone with knowledge if this can be done.
Can we tweak the Toggle Deafen Self to where it does not automatically mute the mic? I know this is not a bug, it was set up this way. I figured since PR has it's own mumble version that we could potentially correct this .....problem.
One has to press 2 seperate key combinations just to mute the spam between maps. I've noticed people will map the Toggle Deafen Self key, go in game and not know that thier mic is still muted even though they Undeafened themselves. This messure was probably implemented because people would have Voice activation on, then deafen themselves and everyone could still hear them. Now that PRmumble has Push-to-Talk only, this messure doesn't make since.
Either make it to where when you Undeafen yourself the mic is unmuted as well, or just get rid of the mute mic combined with the deafen self.

Well basically its set up in a kind of double tuple state. To do what you want to do is easy, its just you have to remember a simple principle (mumble is full of this kind of stuff ... it makes sense when you realize it, the bad bit is there is nothing to ever tell you, you have to find out).
Basically to toggle the dual state, you deafen to cut both sound and mic, and you unmute to activate them both at the same time. Its not the same button to do both. Think of it as one button labeled 'on' and another labeled 'off' if you wish to toggle the dual state. (although I am not quite sure why anyone would want the state of no sound and unmuted mic ...... muted mic but open sound though is a perfectly legitimate state that someone might want.)
Anyway ... having someone still muted in game when they thought they were active is the better of two evils than the other way around

I want the state of no sound and unmuted mic: for the beginning of the map. My keyboard is already inundated with keys having multiple functions. Then do something like this .... put mutetoggle to CTRL + Z and deafentoggle to ALT + Z ... or whatever key you want. I use that set up for the mic/speakers on/off - its a very good idea to set up those keys, because if you join a full mumble server, then the noise that you hear until you enter the game will drive you nuts. Also you often find people chat during the round start timer, which can be cause problems when you want to discuss plans with your squad, so I usually use it then as well.
