v0.86 core installer wont start

i have read teh insalling guide many times now but im still not able to install the game.
i know that my system can handle the game because iv'e played the game before.

ok my problem is:

when i click the core_setup.exe a little black box appears for half a second then nothing else happens. no error message noting.
i think the box is a command thing. ( forgot the name )

are there any settings i have to change in order to get it to work? or anything to install?

BTW the level installer opens up with no problems.

please remember to post your:
O/S,
systems specks,
network setup
And a brief history before and after problem started.
Please describe when your CTD or problem hits and
what you have already tried.

You may have a corrupted installer.
Re download:
pr_0860_core_setup.exe
with a 'torrent' client

im downloading a new copy now from the "project reality setup". sloooooowww speeds going on 8 hrs.
