i think the area attack times need some tweaking,, i was thinking 30 mins for mortars, 45 mins for artillery and 1 hour for jdam,,,, just doesnt seem right that an artillery barrage should take as long as a jdam... mortars are fine though as they are already 30 mins
also, what about multiple area attacks as in mortars and artillery on the same map for same team, sometimes i find it goes to waste as most most you only get the chance to use it once

I remember the good old days on Hamyong where arty was available every 20 mins was it? i cant remember that was a few years ago when I was new to this mod. and in a vBF2 clan 
the reason for the long wait times is so there is no spam of them but IMO arty and mortars should be available pretty often as it doesn't take long to load get your calculations done by a computer(arty) and fire whereas a jet takes time to fire up be armed then fly to target or near to the target.

heh, the thing is, when a jdam works, it really works.
i remember us having about 20 tickets left on archer and still 4 caches in total up. three of em were marked in the city (not a city anymore, but i think it was .8 or .85, not sure). JDAM hit the city and took out all three caches XD.

They all "really work" just for different things. Jdam is good for taking out clustered enemies, Artillery is better used against fixed positions like an outpost, seen as repeated shelling takes out the base crates assets etc. .
But yes, shorter reload time, why not ? Armies heavily develop their tactics around heavy assets. If you know that a jdam is coming twice in one hour, you might reconsider to allow the enemy to fix you in position when holding a flag.
