I noticed this a few times while using the Automatic Rifleman kit.
I go prone and get into deployed mode. I zoom in and scan the horizon. I do not move with the WASD keys, only with the mouse. After a while I spot some enemy, and I want to shoot at them. But the gun still has the accuracy of an Irish drunkard.
After shooting a few rounds, the gun is accurate enough to shoot where I aim the crosshairs. Even though I am prone, did not move from my location and did not make any rapid movements with the mouse. You have to shoot first before the deviation gets to a minimum.

You said you wait "a while" after WASD movement. Is that less than 8 seconds? If so, that is the problem.

A while means more then 30 seconds....
I remember being on defense on one spot for 5 or more minutes without shooting (no movement, little to no mouse movement). And when I finally spotted an enemy group, the gun was still inaccurate.

you can easily check it, wait 8 seconds without mouse movement and fire- pin point accuracyI zoom in and scan the horizon
scan left and right- increase in deviation with lessening cone of fire after 1 second

Take 3 Bursts after waiting ~3 seconds, First will be Innaccurate, Second getting closer to the middle, and the 3rd will have a wonderful, accurate cluster.
