Big Civilian Suggestion
Ok, Here it comes.
Everyone knows it, the civilian kit is just a joke to many people.. really, it is.
I am civilian atleast 5 times when playing insurgency and I always get shot with my hands up.
And as I said, people just see the civilian as a free kill. Its really stupid.
So my suggestion is: If 5-8 civilians has been killed by any kind of fire but Area atacks(artillery, mortars, airstrikes etc)during the match, it will end and insurgents will automaticlly win. But for this rule to apply the civilian must have his hands up to show he is not a threat to the blufor. Making the kit team limited and can only be requested from an unknown cache.
Its what i've come up with so far. Lets discuss it to make this suggestion better.

i gotta say i think this idea is just good by itself aslong as it includes being shot aswell which wasnt made clear in the original post then i think this would be a good addition persnally

no matter if your hands up or down, you should talk about RoE
if you used your rope, epipen, medibag blufor is allowed to engage you for 90 seconds(iirc)
i actually wonder if in any round from release of 0.86 there were killed 5-8 civis outside of RoE, because i personally never got punish for killing civi though i killed loads of them

I think that making the respawn rate very very high for the killer of a civilian. If people have to wait forever then maybe they will think harder.
I know they have that in play right now already but they ned to up the times 10X. And make the civilan respanw time cut down if they get killed with hands up.

limit civi , lower spawn for civi ,give US player massive spawn.

How many civi's? I would think having like 5 to 8 would be just enough to make it hard for opposing team to not shoot eveything. As long as its not like sniper were you only get 2 of them..

another suggestion:
limit all armed kits and dont limit civis
that would increase squad teamwork since civies can pickup armed kits

Here is a another one. Get rid of civis. Other insurgency maps play fine without them.

Civilians adds a whole new element to the battle, Ill definetly say they should be kept. but the punishment for shooting them needs to be higher.

guys, you aren't looking at the real issue here. you are just saying, I do not like being shot as a civilian.
I agree with that, I've been shot plenty of times with my hands up too.
The thing is, if you add huge punishments to the US side, the only thing thats gonna happen is suicide civilians throwing themselves into the fire.

Really i do not see civies get shot very often. I have found a server that i think works fine with the whole idea of civies. Hell we had some civies walk right down the street nobody even turned a eyeball towards them. They got arrested though lol.
Still there is basicly 0 punishment for shooting a civie now. I think that really that they should make it so if you shoot a civie thats held epipen, etc within the last 30 seconds then its fine. Not 90. With that time limit people take to much of a chance that they probably are fair game. Same if there to close to insurgents. It makes it to hard.

If they based the punishment on proximity instead of actions and upped the BluFor punishment civis would be used properly, not as human shields (so there would be no reason to shoot them at all when they are alone).

I come up with 3 Ideas. I can't see how this 3 new rules can be exploited. Only exploit that will stop is noob trigger happy.
Please, If you enjoy killing civilian player in this mod, Come back when you want to play realistic depiction of war. Peoples who exploit this system is not welcome to play among us. At least not around me.
- 3 to 5 tickets loss (devs can decide) per civilian killed.
- No matter what kit civilian held or where he is, while his hands are up There WIILL be penalty for shooting civilian. Afterall, its a guy without firearm with hands up. He can't run, You can arrest him.
- You may not even arrest civilian if he is clear of marked time after holding medic kit. Thiss will create more realistic atmosphere.
This will be very effective. See how Coalition side players revive the fallen to avoid ticket loss? This will be devastating to Blufor team. People will start hating civilian killer just as much as people who waste Jeeps.
Current "you lose intel point"... What are intel points for anyway? They absolutely don't need one to find cache.

Also, it kills the team (and the player) by killing civis. Lrn2 Manual. If you "accidentally" misplaced yours:
After your next death you will respawn 120
seconds later per civilian shot (stacks up to 5 minutes additional delay)
You will not be able to request any limited kits for 10 minutes
Your score is reduced to 0 and the kill will not be listed on the scoreboard
Your team loses 10 intelligence points
It takes 50 Intel Points to get a cache (25 if there's less then 32 players)
You shouldn't add additional penalties for killing civis.. It's tough enough as it is. Team gets pissed, you get pissed for long respawn, no score for you (cry)

I dont think there need to be any changes made to the Civi's particularly, but if this was implemented you would have to make it so if they had healed, used an epi, used a rope, or any other of the shootable offences that they cannot raise their hands untill that time has expired.P2KK wrote:Ok, Here it comes.
