Training Deployment Secondary Commo not working

I hold the 'T' key down and nothing pops up. Primary ('Q') works fine.
I have tried this standing in an ammo dump and beside planes, helicopters, etc.

I uninstalled 0.856 and installed 0.86.
Local training deployment shows 3 maps, but when I start the maps, I am unable to get the secondary commo screen to pop up so I can request a kit (ie: Pilot).
I have removed and re-assigned the key, tried a different key, all to no avail.
I did find an online training server that it did work in, but it doesn't work in some other online servers.

Is this a bug or am I doing something wrong.

Do you join a SQ before trying?
