As long as you aren't banned, this'll be down to the forum rules system. Each time the rules receive an update, the userbase is required to read and accept these rules. If you find that you cannot reply or create a new thread on the forums and on the blog, follow these steps:
1) Ensure you are logged into your account.
2) Navigate to the
Forum Rules.
3) Read the rules while the counter counts down.
Please note that if you choose to Accept and not bother reading them, you're still indicating that your actions and activity on the forums will be bound by the rules.
4) After the 20 second time delay, click on the Accept button.
Your account will now return to having full post rights, as usual
