Why can't the Attack Huey carry more passengers?

Everyone knows that the Attack Huey can only carry the pilot and one passenger. I consider myself a l33t Atk. Huey pilot, but I have trouble making use of the one seat unless its dropping off a sniper or extracting a solo pilot. Sometimes there will be a squad pleading for an extract and I can only take one of them. I thought about this yesterday when I was watching "Apocalypse Now" and the guy was resting his hand on one of the hydra guns.

i think the seat is about teh use of the FLIR camera (well, black and white camera) to help the pilot find targets, its not intended as a transport
