Quite many maps with buildings have this. You just need to know how to use that hook.

would a way to fix this be to make the ground level of the building much, much lower than the street ground level, so someone getting in the building could only hang out in a sink hole? perhaps they could grapple out once they got into the hole. This comment is based on the one time I grappeled into a building, I was at ground level...
