That is really odd, because I thought you could install the core and levels in any order: core first or levels first. I suggest uninstalling PR from the Add/Remove Programs menu then try installing the levels first, then the core.

If you are on 64 bit Windows, you need to install BF2 + PR to C:\Program Files (x86)\. If you install the PR Core to just C:\Program Files\, the Levels installer doesn't think that the Core is installed.

What version of Windows are you running, and is it 64 or 32 bit?

Download Revo Uninstaller, uninstall everything related to PR, then try installing Core -> Levels.

Download and install this executable and put it in C:\Windows\System32: http://www.etree.org/cgi-bin/counter.cg ... md5sum.exe. Now make sure that the Core and Levels installers are on your Desktop. Press and hold the Windows key, then press the R key. In the box that pops up, type cmd and press enter. Now type cd Desktop, then md5sum pr_0874_core_setup.exe, and after that completes, md5sum pr_0874_levels_setup.exe.

Compare the hashes that are spit out with mine:

Core: 859ddd2e95bbd31bc2af3fc670dc69f8

Levels: 16aff74434ec3b162ff2bbf3a4e212e4

If there is ANY difference in one or both of the files, delete the files that have a different md5 hash and then go download them again.

If the hashes are the same, you might try starting the installers as administrator. On each installer, right click and select "run as administrator."

Oops my bad. You don't need to "install" it, just put the executable in the System32 folder.

Woohoo :D What did you do to get them installed properly? I'm guessing you just downloaded the setup files again?
