The reason the round doesn't have much of a casualty radius is because it does not contain pre-formed fragments, like a frag hand-grenade, and its explosive weight is maybe half to two-thirds that of a hand grenade. Explosive overpressure aka "concussion," which, as mentioned, the spin-stabilized grenade relies mostly on, is enhanced by confined spaces. So, firing through a window into a room is actually a very good way to use it.
Also, the 40x46mm HEDP round will penetrate light armor (up 50mm) on a straight shot in addition to its overpressure burst and any fragmentation near the impact point.
