I was looking for information about short-range rocket artillery, I found this :
TOS-1 Buratino Flamethrower | Russian Arms, Military Technology, Analysis of Russia's Military Forces
This thing has 3.5-5km range (0.4km minimum range) according to this site. How awesome it'd be to pound Chechen or NATO forces with it, it's just too much overkill for PR and wouldn't be very convenient actually, gameplay-wise.

as for MLRS for ins, i think it dont worth it, as far as i know its not something used on daily basis, and it accuracy is far from great
