New member sub-section [Forum]
Instead of letting new forums members not post suggestions until they have 25 posts, just make a sub-section for anyone with less than 25 posts. Then, a mod can lock/delete the dumb ones and move the good ones, whenever they get around to reading it. This way we won't have people posting in 25 threads, just so they can post their suggestion. It would keep the suggestion forum(and others) clean, but still let new members voice their suggestions.

I think this is a good idea. I know a lot of people that play PR a lot, bet are "never" on forums. Myself I have played since 0.5 but still have under 50 posts, and most of then the few lasts months. Few posts doesn't mean that you don't know what you are not knowing what you talk about and the result being that you might loose some good ideas. I know this would lead to a lot more posts and a lot of work for the forum moderators, it's your house and your call.

It was put in place to force users to spend some time on the forum BEFORE posting suggestions that have come up time and time again. The longer they wait to post, the more chance they have of seeing previous threads or getting the idea to search for existing threads.
Making another subforum would mean new usergroups, new forums, and more work for Mods. It's better as it is.
