why i need to wait?

You tried to select a limited kit that you are not able to spawn with.

Select an unlimited kit or other kit that doesn't block you and you should be ok.

but how do i unlock new kits?

you dont unlock them,
For instance if you want the officer kit you need to be the squad leader of the squad.
If you want medic kit you need to be in a squad of 2 but no one else can be a medic aswell.
Same with the rest of the limited kits^

(limited kits mean 1 per squad.)

Every copy of PR has a manual you really should read from front to back before going online. Look for it in the read me folder inside the PR mod folder.
