did you just open ps or open ps then a psd, i tried just starting ps and it did not work till i opened a psd file. I'm not sure about PS Elements but I'm using Win 7 x64 and Photoshop CS3 and the photoshop trick works for me. However Win 7 already has the missing file creepin mentioned in its system32 so I still have to load up an image in photoshop every time.
