Setting up a server

How do i setup this mod on my paid server? I have a paid server and it is using TCADMIN I don't have a clue how to get this running, I have no command lines at all it's weird I tried to run Australia forces but it won't even go. Any one know the solution if there is a good bf2 manager. Let me know, I have BCC and one other BF2 manager but I wanna change the mod to PR or something.
