If you're a beta tester, you do things for the PR core. A community faction remains a community faction until it's getting implemented. When new testbuilds are ready, with a comfac implemented, our beta testers test it, of course, as it becomes part of the PR core from then on.
Texturers, modellers and all the other wonderful people who put a lot of time in comfacs are doing amazing work. But because it's not the PR core, those people don't get access to the private testing forums and such. Also, our experience is that comfacs have a lot of different people working on things, some stay only a few weeks, others are there from beginning to end. If we would give all those people access to certain areas of the private forums, and revoke those rights when they stop working on a comfac, we might as well open it up to everyone, as it would be a 24/7 job to maintain it all

Regarding differences between a normal gamer and a comfac lead, well, comfac leads have access to our R-CON forums as well as a private comfac leads forum. And there's a community faction manager around on most days.. What his name again......?
Edit: regarding the Milan. If the FF version of the model is of better quality and such, I don't see why the PR team wouldn't switch from the USI Milan to the FF version. Everything is subject to change if we find something better, hehe. Who knows, perhaps in a future version of PR, it'll feature the FF version
