Depending on how this may or may not be possible, as there are no ticket and time changing variables yet, a secondary dome that provides a buffer for all accidents (at the start?) of a round near the faction main base.
How it could work, is that when you blow up a vehicle in this small dome, the ticket loss and respawn time would be greatly less then out of this dome. This is a way to prevent, or lessen the effect of smacking and/or newbie mistakes such as heli flipping, driving over obvious mines and ramming the jet right up someones arse.
For example, the well known flipping helis problem: this would make for a second chance and to redeem your first mistake and not be shunned by an entire team, to the point where they want to tie you up and shoot you with a rocket.
Other example, smacker mines the main roads, blows stuff up with C4. The loss of tickets in this area would be negligible, so the team would not be crippled from the actions of one guy.
Of course this dome would need to be small enough, so that an enemy would never be able to kill anything in it, as the shield/death domes now do.
One problem with this is of course that when a damaged vehicle returns, it could use this dome to get a full health vehicle back with less loss and time, or cause people to believe these assets are expendable. This is why I would propose that this dome would only last for about 10 to 20 minutes, as it is, an "accident" dome.
I'd just like to known if a time-ticket changing dome like this is even possible, seeming as you already managed to create things that were deemed impossible by every other modification out there.

That all sounds a bit VBF to me, plus win/rush/1337 players are bound to find many new and fun (for them) ways to exploit that.

I dont see the merit. If the team screws up it has to take the consequences. A change like this would only lead to people behaving even more crazy because they know the penalty is smaller.

Afaik the number of variables which govern ticket loss are very limited and tying ticket loss to a map area is probably not possible.
