That is not correct. PR has no official timeline, and does not take place either in the past or in the future. As an example the planned map "Sangin" is meant to represent an engagement that took place in 2006. When planning the assets for your faction you need to study what the relevant RL forces have
now, not what may be planned for the future. This is the reason you never see equipment featured on future weapons in PR.
As for getting your faction officially recognised, that is quite a long process. You'll need to build real momentum and get a strong team of reasonable size behind it, and you'll need to showcase real progress in developing the basics of the faction before you begin work on any heavy assets. The best place to start imo would be soldier kits and geometries etc. Start with the basics and work from there.

In addition you could PM the Community Faction Manager,
[R-DEV]Afterdune. That being said you must also understand firstly that the PR team as a whole are currently working flat out on 0.9 (meaning new factions take a back seat) and that BLUFOR factions in general are currently not being approved due to the need for more OPFOR factions.
As for the BTR-60, Max is correct. The model for the BTR-60 was created by [R-DEV]Drav and is currently used as a placeholder for other BTR variants until they are completed. This does not mean that the BTR-60 will be removed completely, but it will be replaced on some maps. The APC removed from Muttrah was the BTR-90. It was a vanilla BF2 model and was removed as all vanilla models are being gradually phased out, and the BTR-90 in RL is not used in any significant numbers by any countries' armed forces, due in part to the considerable cost of the vehicle.
