Give up Signal to SL
This may be a silly suggestion, and maybe my searching skills are inferior since I couldn't find it as suggested already.
The thing that always bugs me when I squad lead, is that people give up so quickly in my squad, costing tickets and meaning I have to wait for them to join us again from the rally. People always say "Oh, yeah, I got killed killed" and I'm thinking, "No you didn't, you got shot by a regular guy", but don't wanna get into it.
So what I'm suggesting is that when a Squad Member gives up, his Squad Leader gets something like a Teamkill dialog where it says: "Such and Such gave up. Forgive PGUP, Punish PGDN." Forgive does nothing, but Punish removes alot of points etc. Also, since it might become annoying if it stays too long, the dialog should stay open less than 30 sec.
Anyways, input always welcome.

I could imagine it to be really annoying for the squadleader. Imagine whole squad gets whiped and you get 5 messages because no one can be revived.
Playing on the right server also includes people waiting for medics.
Also imagine insurgency where there almost everytime is a lack of medics.

^ Many right concerns right there. Plus there can be several reasons not to wait being revived like: want to change kit or spawn another point.
In many squads i enter (in which almost everybody foreigner to each other) before engaging battle SL or our medic warning everybody not to give up. So best way for this issue is conversation like there. Announce people not to give up time to time. If someone keeps ignoring, not listening and it comes annoying then you can always kick him out of squad.

It`s your decision whom you have in your squad? You already have the mighty ability to kick players from your squad. So use it. If he lies to you and doesn`t follow orders - give him the boot! End of story.

It is a real pain, especially as a medic when you have put yourself at risk to make your way to
an injured/downed comrade only to find them spawn in a few seconds later and running off in the other direction!!
The whole ticket count/preservation issues seems to have been lost by some people in favour of
a more vanilla stlye gameplay!!
Back on topic, I don't think it is a good idea to set up a punish system as described by the OP.
However, perhaps more incentive NOT to give up could be considered.........

No there should just be the limit, wait at least 30 secs before giving up is possible...

what I'd like to suggest, however, is a "I've given up" icon similiar to the "need revive" icon appearing on the corpse of a freshly given up squad member. It would save the medic quite a bit of hassel IMO

It would be useful to have some sign that they have 'given up':
Either the life signs show permanantly until give up.
New sign showing dead, only visible to medics at close quarters.
Or when SM presses give up SL must authorize it, like asking for reinforcements irl.

i play as a medic a lot, i believe its just a matter of comunication really and getting a good squad together, tell them not to give up and wait.

If there's a big problem of people giving up in a squad, it's because their medic isn't communicating enough. 99% of PR players have a mic so this shouldn't be an issue.

Fair enough, but I've played medic in some pretty dysfunctional squads..

I see a lot of this in pub matches, especially if you're not in the best led squad. However, I don't think any squadleader wants to punish his squadmembers for giving up. The current squad management is more than adequate for getting those who don't listen to orders out of the squad.

as many others have said - kick the squad member. I see this more of a squadleading problem than a game problem. be more assertive.

Actually, this is quite funny, people say wait for a medic, when medics run straight past a wounded squaddy screaming for help. i think that is why some people just give up.
