Hi there!
Our clan wanted to set up a public PR server, and I had some problems submitting the application for a server license. Mainly that I do not currently have a normal BF2 server set up already.
We didn't really have any interesting in running a standard server, so I was just curious if this is a prerequisite for a PR server license.

PR runs off BF2 so a BF2 server should be able to run PR. Your going to need a server to run PR on to acquire a license.
You don't need to run a Vanilla BF2 server along with your PR server though if thats what you are asking.

If you plan on ordering a BF2 server from a hosting company and plan on running PR on it, you will just need a "unranked" BF2 server.

I think he's saying He doesnt want to have a BF2 Server up for the four or so waiting weeks, and he'd rather have the files before he gets the server..

dhl1986's view is thankfully not shared by the PR team. Everyone is welcome to apply for a license, which will be allocated if the conditions are met.
You'll need to ensure your vanilla (unranked) BF2 server is visible in GameMonitor in order for the license application to proceed.
