[0909] Beirut - Vehicle Warfare - Uncappable flags

Basically I was playing on RT Mumble server and it was running Beirut with Vehicle Mode. Everything was swell except for one minor thing: The russians were unable to capture the flags. This gave the IDF an advantage as they caused a bleed for the Russians.

Note: Might be an server thing but I still thought it was worth a mention
