[0909] RPG-26 Sights + East Helipad on Cargo Ship

In the change log, it says the RPG-26 sights now only show the ladder front sights, but I still see through the peep-hole.

Also, the eastern helipad on the Russian Cargo Ship does not repair or re-arm helicopters on Beirut. Just tested this out.

That RPG-26 change was reverted for 0.9 because other things weren't in place.
