To me it just comes across as trying to make a buck off PRs name. :\
I later looked up the program myself before you commented, and as far as I can tell, the question still stands. PR already has its own youtube channel that it uploads trailers and teasers to, I dont see why he's wanting to get the partnership going... Will your films offer something that most other fan made videos dont? Besides, I dont think we can just dish that out since if he got it, he would probably be getting paid by youtube? I dont think we can allow that through the EULA as you say. And besides, I didnt see much other than airsoft videos on his channel, so we have little to go on as far as quality of work.I will need your approval to continue my Youtube Partner Program.

Youtube doesn't form partnership deals that easily. You need at least 20k+ or so subscribers before they even consider you. At least that's what I've seen so far.
