Computer freezes when loading file

hi all... recently downloaded PR again after wiping my computer few months ago so i was going to get back into the game

downloaded the file through torrent with Utorrent

both downloaded without any problems... so i go to my downloads folder and right click the first part of the install...

right click and run as administrator, then the circle just comes up spinning around for ages and nothing happens it doesnt run and the window freezes, then i try to x out of it and it doesnt work so i have to ctrl alt delete

then this happens everytime, the rest of the computer is fine its just those 2 files and the rest of my download files are fine...

i also tryed to move them to desktop it seems if i even try anythinmg with them it freezes the downloads window... could anyone help me with this? thanks alot in advance :)

Q: I cannot run the installer, it just hangs.

A: If you are running Windows Vista, try disabling User Account Control (UAC). You can also try disabling your anti-virus protection, and any other program that may be interfering with the launch of the installer. If this doesn't help, it may be a corrupted download. You can try fixing the corrupt sectors by using the torrent and pointing the save location to the corrupted installer, saving you having to download the entire file again.
You will have to stop the torrent program from accessing the files if you want to move them. Easiest way is to just exit µTorrent.
It's also generally advised to close all other applications when trying to install something.
