I thought they were totally replaced by steerable chutes.
Well, round chutes
are sort of steerable. I assume you mean ram-air rectangular parachutes like we have in PR. In that case, nope. Take a look at modern US or Russian ejection seats and you will find round parachutes.
Here's a link to a company that makes parachutes fitted to the ACES II ejection seat that is currently in many modern US aircraft, including the F-16, F-15, B-1, B-2, A-10, F-117, and even the F-22. Round chute.
Here's a video of a now famous MiG-29 airshow accident circa 1993. Check out the pilot after he punches out. Again, round chute. Even the US Army still uses
round chutes for their regular airborne divisions. Rangers may use rectangular chutes, not sure. I can't speak for other services or nations either.
Also, you won't necessarily break your ankles without jump boots under a round canopy. You just have to be trained to land with your ankles together and to roll onto your thigh, hip, and back when you hit the ground. Apparently, most injuries come from people looking down and tensing up as they anticipate the impact. So if you ever find yourself drifting down under a round parachute, find yourself a nice place to land, keep your ankles together, knees bent, and eyes on the horizon!
As far as pilots wearing jump boots, I believe flight boots and jump boots are very different, but I don't have an authoritative source on that one.
To steer this back on topic, I don't think it's going to be a priority for the devs until we have another map where someone is
supposed to be paradropping in.
