[0909] Next maps in server rotation not working?

Is it just me or is this next maps in server rotation feature broken? Many servers use it, but those servers always seem to have the same maps in the list. It's not uncommon to see server playing a map that is in the middle of the five item list. Or when I join a server that doens't change map list mid game, next map is not the same as the list indicates.
