Can you VOIP out of a sqaud?

Hey I have a query.

I know 'B' activates VOIP within the squad but is there any way to communicate to other squads or the commander by it?

you can press V to talk to the commander as a Squad Leader, for everything else, there's mumble

(if you join the squad leaders channel for you team in mumble, you can talk to all your other squad leaders in the channel, and the CO if he is present, as well as any blue guys on the server/team channel)

Pressumably then the commander can talk back. Does V speak to all the squad leaders if you are the commander?

As a squad member you can B to your squad
As a squad leader you can B to your squad and V to the commander (and commander only)
As the commander you can V to all squads and B to selected squads on your CO menu (whether that be just one, or Numerous)

And on a server with all players on mumble And in their correct channels (perfect situation) you can(including the above):

as a Squad member can talk to ANY friendly regardless of his squad (and sometimes enemy depending on server)using proximity talk (within 75m)
As a squad leader You can do the above, but also "broadcast" in the squad leader channel allowing ALL squad leaders on your team(if they are also in the channel) hear you.

As commander when you select one squad and use B to communicate with them, the speaker icon does NOT work, but I am assured it works anyway.
Vital as CO to avoid spamming and annoying all SL's.
