Try to give us the full spec of the system you are using, OS, service pack, etc, and where you are installing the file from, CD? DVD? USB stick, main HD?
In general, check you have admin rights, and install the installer from one of your HD's.
The installer does take time to initialise, but after a few mins if it hasn't started, disable your anti-virus and try again.
Just a suggestion, i noticed you have a number of threads with install problems. It might be wise to stick to one, makes it easier to see the various problems you have. Same advice goes to anyone.
