Disable mark Delay (commander)

I use alot of those, and it's is ridiculos to wait time to place a few of then.

I don't kwon why you guys placed this delay, this only make's commander live's dificult.

I kwon this maybe used to spawn markers, but we must see the how this suck true commanders, and not Troublemakers.

Its a BF2 1.5 Patch issue, it have already been stated by dev.

Yeah it's a BF2 1.5 fix for the commander vehicle drop hacks.

also prevent PR hackers to be comanders and "paint" on the map

Was a side-effect of EA's 1.5 patch.
