FOB splash damage

I posted a thread pretty much exactly like this prior to 0.9's release, and everyone agreed with it. There simply isn't a good reason for FoBs to deal damage when they are destroyed, but it does cause a few bad things in game.

Evidently that thread got ignored. Wouldn't be surprised if this one were ignored too.
