Low GPU usage

Firstly Specs:

9800 GT 512mb
AMD 64 3000+ (single core)
2.5gb DDR

My gpu is only being used around 10-15%, i think at most it's been 18%. Is that normal for my setup? I know my cpu is bad and needs to be replaced.

Also I get around 20-30fps with these settings:

resolution 1680x1050 (native for my monitor)
terrain: low
effects: medium
geometry: medium
texture: low
lighting: medium
Dyn shadow: off
Dyn light: low
AA: Off
Texture filtering: low
View: 100%

Is that normal fps for my setup?

seems to me that the cpu is making the gpu bottleneck, therefore not giving you more performance.

I have a 9800 GTX and it is easily capable of running every setting on high, however like you, I also had a processor much like that one with my 9800 GTX in before I upgraded and I can tell you without a shadow of a doubt it is your CPU holding up the show.
