How to model vechiles from scratch?
Just want to know what do i have to use to model vechicles and how to do it?

First I would suggest you collect some references of the vehicle - You'll want large or good quality pictures, close ups as well as broad views. One you've got a decent amount of images you'll want to try and find top/side/front views of it. A good website for these is The Blueprints, reference image database, with more than 40000 blueprints, templates, 3/4/5-views and drawings - When you find them you can set them up in the viewport, tutorial: Onno van Braam - Tutorials » Blueprint Setup. Then you can just place polygons on top.
There are a lot of car tutorials around if you search for them too. Practice and attention to detail is just as important as following tutorials though. If you can't find blueprints of the car then the way I generally do it is I look it up on wikipedia, and find general sizes like the wheelbase and block these out in the viewport, or find a photograph which is from the side and size that to fit the car's dimensions.
There's no magic make-a-car button, they're pretty tough things to model - The mix between hard edges and smooth curves makes them very challenging.

Always start from small. There's a wonderful Beretta 9000 tutorial somewhere on the forum that explains alot about modeling. You see, Vehicle modeling is much like modeling a pistol, there's just a lot more surface to cover.
