Are you using the correct version? If you are going to connect to the Offical PR Mumble Server, you need to use the exact Mumble version that shipped with your PR install files. Also, make sure you have either firewall disabled or you have enabled Mumble in your firewall settings. With Windows built-in firewall this should happen automatically, though.
