I'm not too familiar with most of the foreign ones but I know for a fact that the AT4 is meant for taking our tanks. So I see no reason why it can't take out an APC in 1 shot.

It is not meant for taking on tanks. At least not modern ones.
It's main purpose is to provide infantry units with a portable AT weapon to defeat light vehicles and light-medium armour. For taking on MBTs, there are bigger and heavier AT weapons.

The AT4 is a disposable preloaded recoilless weapon, ballistically characterised by a combination of a very flat trajectory and low dispersion, attained through high velocity.

These characteristics provide the soldier with a highly accurate and easy to use weapon, with an effective range of 300 m. Through its unique, shaped-charge warhead Design, the AT4 HEAT combines the ability to penetrate the armour of modern light armoured vehicles with an outstanding behind armour effect. Inside the target vehicle, the warhead produces a lethal combination of high pressure, intense heat and blinding light. This combination results in massive internal damage to the vehicle, as well as a high probability of igniting both the ammunition and the fuel carried by the target vehicle.

Unless you hit it in the front, 1 shot is often enough to disable some part of the APC, which is about at realistic as PR can make it at the moment since a proper damage system is not possible in BF2.
IMHO it's also about gameplay. LATs insta-popping APCs and HATs insta-popping tanks will only hurt the vehicle aspect of the mod.

I know from my service that the Swedish doctrine says that a total of 3 hits with the AT4 on a IFV is required to guarantee a 100% kill.

AT4 was never designed to take out tanks. It can take a tank out but that is because the tank is old and you have either luck or experience and skill. Its used against light armored vehicles such as weak points on APC's and cars and of course fortifications and as a inf killer.
