Maybe,if the Russians get enough kills in total they can launch a nuke all kill everyone?

Well considering there are a tonne of treaties condoning the use of nuclear arms, the limits of the BF2 engine AND the normal progression of PR gameplay, then no.
Just think of it this way:
If the russians had killed enough people, why kill all their soldiers and lose everything they have been fighting over for the entire game? Why not just do it at the start of the round and save themselves the time?
However if this were the rebels, and they had a nuclear weapon, and they were getting slaughtered...
Wait, no, that still doesn't make much sense either...
Just think of it this way:
If the russians had killed enough people, why kill all their soldiers and lose everything they have been fighting over for the entire game? Why not just do it at the start of the round and save themselves the time?
However if this were the rebels, and they had a nuclear weapon, and they were getting slaughtered...

Well if that's a question, it doesn't matter if it's 'ok' for China and Russia to have nukes because that has no point in your initial suggestion. To be more precise, the 'nuclear base' in Opperation Barracuda is more of a missle silo/ bunker attached to a military base and airstrip, which goes for the Russians as well.
Just because there are treaties, doesn't mean there aren't still caches of nuclear arms which are still able to be used, but doing so on an active battlefield is still a stupid idea.
By the way, how are the commanders supposed to know how many 'kills' their side has?
