Well I recently download PR .91 Full, but when I try to run setup part one I get a command prompt style box and nothing else happens -.- kind of irritating

I have UAC off
BF2 is on steam if that's a problem

Also I just notice a quick message appears that says " program too big for memory "

Please post your specs.

This message could mean either
a) you do not have enough disk space available at your target partition (or on the drive where temporary data is stored [usually C:]), delete unneeded files, empty the recycle bin and/or get rid of programs you do not use
b) you do not have enough RAM available: closing other unneded tasks, and increasing the page file size (usually Win7 manages it itself and this step should not be necessary) might help

Ok thanks for help well the first part installed but the second part still has the same problem. I did noticed the icons change( the one the first part ), idk what they mean though. Took another screen-shot

maybe the file is corrupted, i suggest redownloading ("resume" feature of a download manager like FDM can save you some time)
