Have Vehicle Warfare mode be strictly Armor and Logi Trucks. No option for air support.
As examples: Kashan, Yamalia, Qinling:

APC version with Muttrah as an example:
One Flag to cap APC vs APC with infantry - No Logistic Trucks, no FOB's
