So far on Asad Khal, dont know if on others but i'd say yes.
When you shoot the rifle (i have max settings) and the sound ends you can hear a click of some sort at the end, like some static. I always think its something to do with my headphones but its the game. Only first person.

Its not a bug, its the hammer knocking on the bolt without a round inside so instead of bang you hear metallic smack.

I know what you're on about but I've never had it in local mode only on co-op with bots on Asad Khal. It's not the empty chamber sound, that's just silly 
It's an intermittent static popping sound that occurs at the very end of the round fired if not at the end of the environmental re-verb. It can occur at any point in the magazine, in any firing mode and it is not an intentional or desirable sound. I'd describe it as being like a bad electrical connection popping sound when a switch is flipped. You can only hear it in first person and from what I can tell only on Asad Khal co-op. I cannot replicate it in local server at all but in co-op it happens all the time even if the sound is switch been software, hardware and creative at various levels but the lower the setting the more frequently it occurs. I suspect it is due to the map being tiny and the bots being utter tards firing all their guns into barn doors at once. This might cause an excessive number of sound or something and the filtering / mixing doesn't work as well as it should resulting in the sound ending sharply. Else it due to Asad's environmental effects.
As I said increasing the sound quality to it's highest eliminates this slightly but also reducing the number of bots (and hence the amount of gunfire and general noise) also appears to remove this issue. Not so much of an issue on larger maps but I suspect Asad Khal is the worst as you're pretty much in range of everyone's gun sound + environmental sounds just about everywhere on the map.

It sounds more like its your sound card[onboard or not] or drivers, I had static 'popping' with my onboard soundcard at really high volume till I updated the drivers.
It will be helpful if you list your exact computer specification including soundcard/drivers version.

Yeah its a static sound at the very end of the sound played (after the reverb and whatnot). It like a quick "zap" or "ck". Its not loud or annoying, but its there. 
I doubt it happens on MP though, haven played AK in a while.
