Just think that times you've shot to an enemy and you got killed and think "I wish I would had just one more bullet!!".
Very very rarely. You should always remember to reload when you're uncertain about how much ammo you have left in your mag. And in fight, don't spray and pray, its that simple.

The difference it'd make would be a shorter reload animation, especially for weapons like the G3 where the cocking process takes quite a while.

However, it's hardcoded, unless Mosquill comes up with a solution out of nowhere^^

Don't you think they know that? Don't you think they would have done it WAY before now if they could have? It's a hardcoded engine limitation.

I don't think the engine can tell between a "tactical reload", in which you reload early before all the rounds in the magazine have been expended, or an empty reload, where the rounds have been expended.

IIRC, an empty reload cannot possibly have that extra round in the chamber. A tactical reload would, since it has that leftover bullet from the previous magazine.

Reloading without cocking your weapon, i.e. keeping the chambered round is referred to as "tactical reloading". Tactical reloads have been suggested time and time again, and, until someone changes something in BF2, there can be only one reload animation. Otherwise, I'm pretty sure the PR team would've implemented it already.
