PR slowing to a crawl for no reason...

It just started happening in the last week, but 9 times out of 10, I will join a game as normal, then when I get into the game it seems like my processor shits the bed and fps go down below 1 on average, especially when I try to move around. I know it's not my ping, and there aren't any other programs running in the background, and when I check my task manager the CPU isn't even maxed out. What should I do?
