When I run mumble in conjunction with PR, all in-game sounds are lowered in volume, which makes it difficult to hear my squad and what's going on around me, even when at full volume. I am curious if this is a setting I can change.

Alt-tab, raise the volume, done.
I have the same thing, seems like a Mumble+Windows 7 thing..

Right-click in the sound icon in the taskbar, select "Recording Devices", click on the "Communications" tab and select the "Do nothing" option.
