Mainly the only people who are separate are the coders, BF2 coder can't really code for ARMA2 very easily since its a different skill set unless its something like Python coding or something but still need to learn a load of stuff about the ARMA2 engine before you can really start coding for it. As far as i'm aware the devs working on PR2, Vietnam + Arma2 are almost separate teams which share assets + skill sets. It's not people being moved around, but people being gained.
Pretty much all the "artists" work for all the engines
