Good question. I think its because of the fox(mound)hole which provides more cover and Wiretraps which looks like it should be able to block vehicles instead of sand bags.
But this was much before my time so I'm only guessing.
In anycase I would like a sand bag deployable (as a quicker built alternative to a Foxhole), but not if it'd be an impenetrable wall for armor.

They weren't removed, they were improved. Now we have bunkers, which looks like the same thing in that video, but it wraps around.

I think it wouldnt hurt to have lined sandbags, would give room for more creativity when it comes to building outposts 
Sometimes a little extra cover is needed, like on a rooftop, without necessarily needing a big foxhole.
